Juvenile Detention Rapes Not Staff’s Fault, Says Federal Panel, Black Agenda Radio, November 1, 2010

Despite findings that one out of eight inmates of the nation’s juvenile detention centers are sexually victimized each year, a federal panel claims the abuse is “rare” and absolves staff of most wrongdoing. “If one in eight public school students were sexually abused, nobody would call that rare,” says Linda McFarlane, of Just Detention International, an non-profit advocate for detainees’ rights.
