Shadow Report on the Philippines

Just Detention International (JDI) is continuing to expand its work in the Philippines,
highlighting the sexual abuse that occurs in prisons and jails there. As part of
that effort, JDI has prepared a shadow report, to be considered during the second
periodic review by the United Nations Committee Against Torture of the Philippines'
compliance with the Convention Against Torture.
The shadow report, An Emerging Human Rights Crisis: Sexual Violence in Philippine
Detention Facilities, details the Philippine government's failings in meeting its
legal obligations to prevent and address prisoner rape and provides recommendations
for bringing an end to this form of torture.
The Committee Against Torture will examine the Philippines' state party report,
and consider JDI's shadow report as well as those submitted by other advocacy groups,
in Geneva on April 28 and 29, 2009.
